The duty and network management transparent transfer device comprise an optical signal processing module, an SDH (synchronous digital hierarchy) overhead processing module and a DCC (data communication channel) overhead processing module. Second equipment of a factory B is further arranged between first equipment and third equipment of a factory A in the ASON and is different from equipment of the factory A, and the duty and network management transparent transfer device is connected with the first equipment, the second equipment and the third equipment by optical fibers. Optical signals of the first equipmentcan be transmitted into the optical signal processing module of the duty and network management transparent transfer device and can be converted into SDH data of electric signals, DCC overhead data inthe SDH data can be extracted in the SDH overhead processing module to obtain duty and network management information, the duty and network management information can be processed by the DCC overheadprocessing module, and overhead bytes can be retransmitted into overhead bus according to network management commands and related time sequences by the DCC overhead processing module. The DCC overhead data and business information are multiplexed and framed to obtain the SDH data, the SDN data can be converted into optical signals, and the optical signals can be transmitted to the third equipment.
