The device comprises a cabinet, a housing, a hood, a plasmagenerator, a fan, and a transmission mechanism. The plasma generator is formed by an array of mul;tiple insulating tubes with metallized inner wall surface, an inner wall metal layer acts as a plasmagenerating electrode, the insulating tube acts as a medium barrier layer, and a cooling liquid is introduced to the tube to simultaneously cool the electrode and a tube wall. The fan diverts airflowfrom top to bottom, and a directional gas forms plasma after passing through the plasma generator, the plasma directionally flows to the surface of tumbling and flowing fruits and vegetables, and thesurface of the tumbling and flowing fruits and vegetables is sterilized at 360 degrees without dead angle to achieve a preservation effect. Accordinfg to the invention, the sterilization and fresh-keeping process is carried out under normal temperature and normal pressure, and a dry sterilization and fresh-keeping treatment is adopted.
