The device comprises a dual-layer cylindrical hard sleeve, an upper end cover, multiple lead screws and bottom rotary knob type fan blades. A rotary knob and a main rotary lead screw which can provide torque forsimultaneous and same-direction rotation of multiple transverse transmission lead screws are arranged at the top end, the transmission lead screws penetrate through an end cover and the barrel wall ofthe holed cylindrical hard sleeve, the multiple layers of rotary knob type fan blades are connected to the bottom, and the steering positions of the two ends of the lead screws are each provided witha set of bevel gear transmission device so as to the torque in the transverse direction and the longitudinal direction. During use, the top rotary knob is rotated and can drive the lead screws to rotate in the same direction, the lead screws drive the bottom fan blades, the fan blades are opened in the rotating process, the multiple fan blades can form a closed bottom face when rotating to the largest position, bottom sand is transversely cut, and a whole sand sample in a barrel body can be overall lifted up.
