A spraying gun of the plasma oxidation device is used for transmitting plasmas sprayed by the spraying gun to a plasma cylindrical container through a pipeline; the plasma storage cylindrical container is arranged in an inner cavity of a cylindrical shell in a sleeving manner; a space is formed between an inner side wallof the cylindrical shell and an outer side wall of the plasma storage cylindrical container; a columnar cavity formed by the inner side wall of the plasma storage cylindrical container is a repairinggroove body for treating the micro-polluted underground water. The photocatalyst is arranged in the space between the outer side wall of the plasma storage cylindrical container and the inner side wall of the cylinder. The ultraviolet lamp sleeves a central shaft of the plasma storage cylindrical container. According to the device provided by the invention, the surface of the photocatalyst can beactivated through the plasmas, so that the lowering speed of the activity of the photocatalyst is greatly reduced.
