The thermal management system comprises a fuel cell module, wherein a water outlet of the fuel cell module is connected with a water outlet of an electric control reversing valve through a water outlet temperature sensor; a first outlet of the electric control reversing valve is connected with a heating module, and a second outlet is connected with a heat dissipating device; the heating module and the water outlet connected with the heat dissipating device are both connected with a water inlet of a medium-high pressure electronic water pump; and an outlet of the medium-high pressure electronic water pump is connected with a water inlet of a fuel cell module througha water inlet temperature sensor. According to the thermal management system and the thermal control method, the heat dissipating device is adopted to match the technical route of a large-diameter mechanical fan plus a medium-high voltage speed regulating drive motor and a small-cycle series heating module through large circulation of cooling liquid; under the control of a controller, the fuel cell is always in an optimal working temperature range by using the medium-high voltage speed regulating medium-high voltage electronic water pump, an electric control reversing valve, a power converter, a fuel cell inlet and outlet water temperature sensor and the like; and the heat dissipation capacity of the whole vehicle is greatly improved and the market demand is met.
