The device comprises a phase change material package body, a heat insulation layer, a temperature measuring element, a semiconductor refrigeration chip and a heat sink. The phase change material package body is used for fixing a battery cell and packaging a phase changematerial. The heat insulation layer contacts the phase change material package body, and used to isolate the temperature in the heat insulation layer from the ambient temperature and fix the semiconductor refrigeration chip. The temperature measuring element is arranged between the contact surfaces of the phase change material package body and batteries, and used to measure the temperature of a battery pack. The semiconductor refrigeration chip is used for refrigeration or heating, and is arranged in the opening of the heat insulation layer. One side contacts the phase change material packagebody, and the other side contacts the heat sink. The heat sink is used to accelerate the rate of heat exchange with the outside world during the operation of the semiconductor refrigeration chip to improve the operation effect of the semiconductor refrigeration chip.
