The manufacturing method comprises the following steps of: fitting upone pair of steel plate welding parts after chamfering to-be-welded positions of the steel plate welding parts; carrying out backing welding by adopting gas tungsten arc welding; subsequently carrying out filling welding by adopting shielded metal arc welding; manufacturing a slot, placing a zinc alloy wire inside the slot, carrying out filling welding on the slot by adopting gas tungsten arc welding to make sure that the filling wire and the zinc alloy wire are molten and fully fill the slot, carrying out spot-welding remelting on a fully-filled welding seam by adopting argon tungsten-arc welding, and forming cracks in a remolten spot-welding seam containing zinc alloy in a cooling process; filling the upper portion of a crack defect with a layer of welding seam by adopting gas metal arcwelding; and carrying out filling welding on a weld bead at another welding layer by adopting shielded metal arc welding.
