The outside-tunnel drainage cold-proof system comprises a drainage ditch which is arranged beside an existing roadbed side ditch and extends along a tunnel from the tunnel road-tunnel joint, wherein heat preservation structures are arranged on the two sides of the drainage ditch along the tunnel; the upper part of the drainage ditch is covered by a cover plate assembly with a heat preservation material; temperature sensors are arranged on the cover plate assembly and in at least one section extending along the tunnel from the tunnel road-tunnel joint at intervals; electric heat tracing panels are further arranged in the drainage ditch and in at least one section extending along the tunnel from the tunnel road-tunnel joint at intervals; and the temperature sensors are used for detecting the temperature in the drainage ditch and indirectly controlling the electric heat tracing panels to work through detected temperature signals.
