The method for producing the hot-rolled round steel comprises the steps of smelting, alloying, casting and rolling. The end-point furnace-smelting C is controlled to be 0.4 percent or higher and the end-point furnace-smelting P is controlled to be 0.015 percent or lower; the steel is tapped when the temperature of the molten steel reaches 1630-1670 DEG C; the steel billet is cast continuously; the temperature of the molten steel in a continuously cast tundish is controlled at 1480-1495 DEG C; the continuous steel billet casting and drawing speed is controlled at 0.90-1.25m / min; the steel billet is soaked at 1180-1220 DEG C in a heating furnace; the initial rolling temperature of the steel billet is controlled at 1080-1140 DEG C; and the finishing rolling temperature of the steel billet is controlled at 850-1000 DEG C.
