The CPU controller is connected to a flow valve and the flow metering device on the medium pipeline of the heat exchanger, and the CPU controller outputs control signals to control on and off of a flow valve, reads metering data from the flow metering device and deducts initial values stored in an EPPROM (electrically erasable programmable read-only memory) according to metering data information.
