The method comprises the following steps that: the power curve value of the new energy is received by using the upper layer central controller, or after receiving a new energy representation index, a corresponding power curve value is obtained through calculation, and a scheduling management signal is transmitted; and the scheduling management signal is received by the bottom-layer unit controller in real time so as to realize the fixed power control, the constant voltage constant frequency control or the sag control.
