The brown coal predrying power generation system comprises a rotary roller dryer, a generator, a condenser, an evaporator and an absorber, wherein the generator, the condenser, the evaporator and the absorber are sequentially communicated to form a circulation loop; an outlet of a heat tube nest of the rotary roller dryer is sequentially communicated with the absorber and a heat exchanging tube in the condenser through pipelines; an outlet of the heat exchanging tube in the condenser is connected with an inlet of the heat tube nest of the rotary roller dryer through pipelines to form the circulation loop; and an inlet of the heat exchanging tube in the generator is communicated with extracted steam from a steam turbine of a steam turbine generator set of a coal-burning power generation system through the pipeline, and an outlet of the heat exchanging tube in the generator is communicated with the heat regenerative system through the pipeline. For the brown coal predrying power generation system, the extracted steam from the steam turbine is used for driving the absorption heat pump, the evaporator is used for recycling and drying the heat of tail gases, and the heat released by the heat pump absorber and the condenser is used for predrying brown coal, thereby effectively reducing the energy consumption in the brown coal drying process and improving the power generation efficiency of the brown coal predrying power generation system.
