A discharge outlet of the storage tank is connected to a side wall of a valve opening barrel in a sealed manner. The discharge outlet is communicated with an inner cavity of the valve opening barrel. A piston which is used for sealing the discharge outlet is disposed in the inner cavity of the valve opening barrel. The piston of the valve opening barrel is contacted with an inner cavity wall in a sealed manner. The piston can slide reciprocatingly in the inner cavity. One end of the valve opening barrel is connected to a valve opening cylinder in a sealed manner. An inner cavity of the valve opening cylinder is mutually partitioned with the inner cavity of the valve opening barrel in a sealed manner. A discharging opening is reserved at the other end of the valve opening barrel. A piston of the valve opening cylinder separates the inner cavity of the valve opening cylinder into a pressurizing cavity and an energy-storing cavity. A pressurizing cavity air venting pipe is disposed on the side wall of the pressurizing cavity. An energy-storing cavity air inlet pipe is disposed on the side wall of the energy-storing cavity.
