The device is characterized in that at least one component which can generate an alternating magnetic field is arranged in a water storage vessel with a water inlet and a water outlet. The component which can generate an alternating magnetic field comprises an insulator. A plurality turns of conductive wire is wound on the insulator. The conductive wire is electrically connected with a high-frequency oscillator. According to the invention, at least one component which can generate an alternating magnetic field is arranged in the water storage vessel with the water inlet and the water outlet, such that the alternating magnetic field can be used in on-line industrial circulation water magnetization corrosion-inhibiting scale-inhibiting process. When the device operates, the high-frequency oscillator provides currents with certain frequency and intensity for the conductive wire, and a produced alternating magnetic field directly acts upon water in the water storage vessel; water magnetized by the alternating magnetic field flows from the storage vessel into subsequent devices, such that scaling and corrosion of pipelines and devices can be prevented, and pipeline smoothness and device normal operations are facilitated.
