The method comprises the following preparation steps of: reacting toluene diisocynate (TDI), polypropylene oxide glycol (PPG-1000), 1,4-butanediol (BDO), butanone and a catalyst dibutyltin dilaurate at a temperature in the range from 75 to 90 DEG C for 1.5-2.5 h, adding dimethylolpropionic acid (DMPA) for continuously reacting for 2.5-6 h, adding triethylamine for neutralization, and then adding epoxy siloxane for reacting under stirring for 0.5-1 h to obtain an organic siloxane modified prepolymer; adding de-ionized water to the prepolymer at a temperature ranging from 5 to 20 DEG C to obtain a prepolymer dispersion liquid; dropwise adding ethanediamine solution having the mass percentage concentration of 5-15% to the prepolymer dispersion liquid, and reacting under stirring for 2 h to obtain the organic siloxane modified water-based polyurethane wool softener.
