The ultra-low temperature chlorine salt aqueous super capacitor electrolyte is prepared according to the following method that distilled water and an organic solvent containing amino group are mixed at a volume ratio of 1:2-2:1 and a chlorine salt is dissolved in the mixed solvent to form a solution with a concentration of 0.5-2 mol L-1, i.e., the electrolyte solution for the super capacitor battery using a carbon material as an electrode material.
