The motor comprises a U-shaped stator core, two stator windings, a radial-magnetizing rotor permanent magnet and a rotating shaft, wherein the two stator windings are symmetrically arranged on the U-shaped stator core; the radial-magnetizing rotor permanent magnet is arranged in an opening of the U-shaped stator core; and the rotating shaft is arranged in the center of the rotor permanent magnet. Through installation of locating permanent magnet blocks in notches in magnetic poles of the U-shaped iron core, a certain included angle is generated between an NS pole axis when a permanent magnet rotor is static and an axis of a magnetic field which is formed after the stator windings are electrified; and after the motor is electrified, the included angle exists between the magnetic field of the stator windings and the permanent magnetic field of the rotor and the torque T acting on the permanent magnet motor is not zero, so that self-starting is achieved; improvement of the properties of the permanent-magnet motor is facilitated; vibration and noise of the permanent-magnet motor are lowered; and the operation stability and reliability of the motor are improved.
