The combined technological method includes steps of carrying out heat treatment on the waste lubricating oil which is a raw material, to be more specific, feeding the waste lubricating oil in a heat treatment reactor, carrying out shallow-degree heat cracking reaction on the waste lubricating oil and feeding materials at the bottom of the heat treatment reactor into an oil mixing unit; mixing oil and NO.120 solvent oil with each other; centrifuging the oil and the NO.120 solvent oil; carrying out steam stripping; carrying out membrane separation; carrying out normal-pressure fractionation, to be more specific, recycling the NO.120 solvent oil from a tower roof, acquiring fractions at the temperatures lower than 300 DEG C from side lines, acquiring crude lubricating oil from a tower bottom and feeding the crude lubricating oil in a reduced-pressure fractionating tower; carrying out reduced-pressure fractionation, to be more specific, jointly dividing the crude lubricating oil into four fractions at tower side lines and a tower bottom, respectively feeding the four fractions into clay mixers, carrying out clay refining on the fractions to obtain four lubricating oil products including first-subtracted refined oil, second-subtracted refine oil, third-subtracted refined oil and substrate-subtracted refined oil.
