The controller is connected to the AC power supply, the switch element and the circuit breaker. The controller comprises a signal collection module, a signal processing module, and a signal control module. The signal collection module collects the three-phase AC signal of the AC power supply. The signal processing module carries out natural coordinate virtual flux calculation of the three-phase AC signal, converts the signals into the a three-phase virtual flux signal, and carries out phase locking on the three-phase virtual flux signal and an AC power supply signal. The signal control module is used for monitoring an AC power supply signal phase angle after phase locking, controlling the switching element to close in advance when the AC power supply signal phase angle is 2kpi, and controlling the circuit breaker to delay closing.
