Two permanent magnetic rings are formed by splicing C-shaped permanent magnets, the two permanent magnetic rings are arranged at the two ends of an iron cobalt alloy cylindrical shell cage in a magnetic pole dissimilar mode and maintain coaxial with the iron cobalt alloy cylindrical shell cage, and the iron cobalt alloy thin strips are subjected to same-direction bias magnetization.
