The infrared-radiation refrigerating system comprises a highly reflective layer (1), a stronginfrared-radiation layer (2), a sandwich layer (3) made of a highly reflective high polymer material, a solution storage tank (5), an upper water pump and a lower water solenoid valve (4), wherein the sandwich layer is connected with the solution storage tank; the liquid storage tank is filled with a refrigerating sealing solution (6); and the refrigerating sealing solution at least comprises infrared-radiation strong absorption components for waves with wavelengths of 8-13 microns. One surface, towards outer space, of the infrared-radiation refrigerating system is additionally equipped withthe hermetic sandwich layer made of the highly reflective high polymer material, and the refrigerating sealing solution (6) is conveyed into the hermetic sandwich layer through the solution storage tank outside the sandwich layer, so that system refrigerating in summer and system refrigerating stop in winter are realized.
