The apparatus is characterized in that the pneumatic mechanical mixing stirrer comprises an air inlet pipe which is connected with an air supply system, a stirring device which comprises a rotating part rotationally connected with the air inlet pipe, and a plurality of stirring blades which are arrangedin a radial direction with the rotating part as a center; the stirring blades are in a hollow structure; the inner space of each stirring blades communicates with the air inlet pipe; one side of the bottom of each stirring blade is provided with lateral open holes; and the hole opening directions of the plurality of stirring blades are same. The pneumatic mechanical mixing and stirring apparatus provided by the invention is suitable for the stage of underground water treatment and coagulation. The main functions of the pneumatic mechanical mixing and stirring apparatus are that on one hand, the reaction force of gas is utilized to drive the stirring paddles to rotate, so that the mixing efficiency of the underground water and a water treatment agent is improved, and on the other hand, thejet-flow action of compressed air jet is utilized, so that the underground water is in full disturbing contact with the compressed air, and thus the efficiency of the oxygenation and degassing is improved.
