A heat transfer working medium outletof the preheater communicates with a heat transfer working medium inlet of the solar concentrating collector; a feed outlet of a condenser is sequentially connected with a condensate pump, a geothermal water heater, a deaerator, a feed pump, a high-pressure heater, the preheater, the steam generator, the overheater and a turbine; the turbine is connected with an electric generator; a steam exhaust port of the turbine is connected with an air exhaust inlet of the condenser; a second steam extraction opening of the turbine is connected with a steam extraction inlet of the deaerator; a third steam extraction opening of the turbine is connected with a steam extraction inlet of the geothermal water heater; a first steam extraction opening of the turbine is connected with a steam extraction inlet of the high-pressure heater; and a dewatering outlet of the high-pressure heater is connected with a dewatering inlet of the deaerator.
