The comprehensive control system is composed of an intercept system, a purifying system,a deep treatment system and a treating-water feedback system; the intercept system is a paddy field ridge with the paddy-field periphery larger than or equal to 30 cm; the purifying system is a drainage ditch located on the periphery of the paddy field ridge, multiple hole structures are arranged at the bottom of the drainage ditch, oxygen slow-release materials are put at the lower portions of the hole structures, and one or more of willow herbs or water fennels or acorus calamus are planted inside the hole structures; the deep treatment system is a step-type artificial wetland located at the tail end of the drainage ditch; the treating-water feedback system is an artificial pond located at the tail end of the step-type artificial wetland; the artificial pond is connected with a paddy field through a pipe, and a backwater pump is arranged on the connecting pipe. According to the comprehensive control system, the problem that due to paddy-field nutrient loss along with rainwater, rivers, lakes and reservoirs are subjected to eutrophication is solved with multilayer control means, and the environmental problem caused by paddy-field agricultural non-point source pollution can be effectively solved.
