The seabed superficial hydrate exploiting apparatus and the exploiting method thereof have the advantages that hydrates are decomposed in a hydrate decomposition station in the seawater superficial layer, the superficial layer close to the sea level features low pressure and high temperature as compared to the seabed environment and has theunique temperature and pressure conditions for the decomposition of hydrates, and auxiliary heat is supplied to promote decomposition rate of the hydrates; the apparatus herein has the modules, such as a seabed self-traveling functional module and a multi-angle multi-directional exploiting technique module; the decomposed hydrate deposit is backfilled to a gob, geological disasters, such as landslide, can be effectively avoided, single-line operation speed is high, operation time is short, and the influence of hydrate decomposition upon the marine environment and marine lives is effectively avoided.
