A substrate moisture sensing module includes a substrate storage and drainage unit and a moisture sensor; the substrate storage and drainageunit is used for placing a test substrate; and the moisture sensor is used for measuring the water content of the test substrate and sending the water content to the processing module. A holding force adjusting module enables the suction forces of the test substrate and the holding force pressure-stabilizing module to be equal. The test substrate can reach a preset water flow by adjusting the negative pressure generated by a holding force balance unit; the holding force balance unit is used for enabling the test substrate to keep the preset water flow. The processing unit calculates a moisture absorbing-holding characteristic curve of the test substrate in an optimized manner. According to the invention, the measuring device has advantages of simple operation, low cost and the like; the loose structure of the substrate is not protected; and thus the basic technical staff or production front line staff can promote and apply the device conveniently.
