The invention discloses a measurement and design system and a design method for a furnace wall thermal insulation structure of a waste incineration furnace. The measurement and design system comprisesa furnace wall thermal insulation system, a heating surface temperature control system, a thermocouple temperature measurement system, an infrared thermal imager temperature measurement system and acomputer system. The design method is characterized in that data measured by a thermocouple temperature measurement unit are acquired and recorded through a data acquisition instrument, and temperature variation curves and variation gradient of each layer of thermal insulation materials of the furnace wall thermal insulation system are acquired through the computer system to visually display the thermal insulation characteristics of the thermal insulation materials; an infrared thermal imager acquires "point-line-plane" temperature data of the surface of the thermal insulation structure with the cooperation by an electric translation table to form a temperature cloud chart; and the structural size or the material of each layer of the thermal insulation materials of the furnace wall thermalinsulation system is adjusted so as to meet the homogenization treatment of the surface temperature of the thermal insulation structure.
