The auxiliary gate door is fixed to a lock chamber overflowing channel, the side hung gate is mounted on the downstream face of the auxiliary gate frame, the water passing hole is formed in the side hung gate, and the flap vale is hinged to the downstream face of the overflowing hole. The construction method comprises the steps that the main gate system is mounted; the auxiliary gate frame and the side hung gate are welded and assembled, the water passing hole is formed in the side hung gate, and the flap valve is hinged; the auxiliary gate frame and the side hung gate are mounted through an auxiliary gate hoisting crane;and water is injected into an independent sealed space of the side hung gate to adjust the opening and closing pressure of the side hung gate.
