According to the invention, firstly, bottom sludge is conveyed to a sludge conditioning system through a pump, a conditioning agent and hot water are added into the sludge conditioning system, the sludge conditioning system is heated to 40 DEG C or above in an electric heating mode, the sludge is rapidly, effectively and evenly mixed through stirring, a skeleton structure is rapidly formed in an oil sludge system, and meanwhile intracellular water release and sludge microparticle agglomeration are promoted; the properties of the oil sludge are thoroughly changed, the oil sludge is conveyed to a sludge thickening and dewatering system through a pump, and sludge with the water content not larger than 80% is obtained after efficient thickening and dewatering.
