The system mainly comprises a power generation system of a solar-thermal power station and a heat storage system of a heat storage medium-water supply heat exchanger, a heat storage medium-steam heat exchanger, a heat storage medium adjusting valve, a heat storage medium pump, a heat storage tank and the like which are connected to the power generation system in parallel. In the start-up process of the solar-thermal power station, energy of bypass steam is recycled by adjusting the flow of a heat storage medium in the heat storage medium-steam heat exchanger; when illumination is insufficient, the recycled energy is utilized by adjusting the working medium flow of the heat storage medium-water supply heat exchanger; and the bypass loss in the start-up process of the solar-thermal power station can be effectively reduced, the influence of illumination fluctuation on the unit generation power can be reduced, and stable and efficient operation of the solar-thermal power station is achieved.
