The device comprises a support frame, a connecting frame, a support spring, the double cones and a dielectric elastomer power generation device, the double cones and the dielectric elastomer power generation device are connected through a disc end plate and the connecting frame, the connecting frame and the supporting frame are hinged through the connecting pin shaft, one end of the supporting spring and one end of the supporting frame are connected with the disc end plate and the connecting frame, and the other end is connected with the flow channel wall face. The device is simple in structure, free of extra energy loss and suitable for fluid energy collection in a wide flow velocity range; and fluid generates vortex-induced vibration through the cones to drive the dielectric elastomer power generation device to convert flow energy into electric energy. The vortex shedding frequencies of fluid passing through different cross sections of the cone are different, so that the vortex shedding frequency at a certain cross section is consistent with the inherent frequency of the structure to generate resonance, the kinetic energy of the fluid can be effectively utilized to generate power in a wide incoming flow speed range, the conversion efficiency is high, and the power generation capacity can be greatly improved.
