The device comprises a small curing barn, a heat pump unit, an inner dehumidification device and a controller, wherein the small curing barn comprises a tobacco loading chamber, a heating chamber, a partition plate, an air return port, an air inlet, a circulating fan, a dry bulb thermometer and a wet bulb thermometer; the heat pump unit comprises a heat exchanger, a dehumidification evaporator and a condenser, and the dehumidification evaporator is arranged close to the air return port; and the inner dehumidification device comprises a hot air exhaust valve and an electric louver, the electric louver is arranged on the wall of the heating chamber and located above the circulating fan, and the hot air exhaust valve is arranged on the wall of the heating chamber and close to the air inlet. The electric louver and the hot air exhaust valve are started when the heat pump unit is in a dehumidification working condition, and a small-range exhaust route in the heat pump unit is formed through fresh air inlet linkage, so that heat generated by the condenser is exhausted outwards in time through the hot air exhaust valve, heat entering the tobacco loading chamber is reduced, the baking temperature in the tobacco loading chamber is more stable, and therefore the tobacco baking quality is improved.
