The monitoring unit comprises a hydrogen storage system management unit and a hydrogen production system management unit; the hydrogen storage system management unit is used for monitoring the content of sodium borohydride generated by electrically reducing sodium metaborate in real time; the hydrogen production system management unit comprises the introduction amount of sodium borohydride alkali liquor generated by the hydrogen storage system, the hydrogen content of hydrogen generated by hydrolysis of sodium borohydride and the extraction amount of hydrolyzed sodium metaborate alkali liquor.
