The apparatus includes a press, a tray plate supply unit that supplies a tray plate by one pitch from one side to an opposite side, punching parts that continuously form material passing / fixing parts in the tray plate, a material plate supply unit that supplies a material plate to the upper sides of the material passing / fixing parts by one pitch, cutting / pressing parts that repeatedly cut the material plate introduced to upper sides of the material passing / fixing parts and fix the cut materials to the material passing / fixing parts after pressing the materials, pressing parts that press the moved materials, and extraction parts that separate and extract the formed materials.
