The compositions by weight portion of the formula are: 100 portions of polyvinyl chloride resin, 10 to 100 portions of a plasticizer, 0.5 to 10 portions of a silane cross-linking agent, 0.5 to 6 portions of a heatstabilizer, 30 to 100 portions of a metal hydroxide flame retardant, 1 to 10 portions of a metallic compound flame retardant synergist, 0.1 to 5 portions of a preventing cross-linking agent, 0.1 to 5portions of a lubricant, 0.1 to 0.5 portion of an antioxidizer, 0.2 to 1 portion of fat acid catalyst and appropriate amount of a colorant.
