A physical shielding mechanism is arranged on a water surface layer and an in-situ pipe aeration system is arranged underwater. Raw water flow passes through the water flow partition board and enters the light controlling separation area where light lacks, so harmful algae floats and gathers on the water surface layer and are stopped and caught by plant roots on the floating island. Furthermore, the raw water treated by the light controlling separation are lead by the water flow partition board into the strengthen purification area where the physical shielding mechanism eliminates light underwater and an in-situ pipe aeration device applies aeration to a water body to make the harmful algae in water die out gradually.
