The method comprises the following steps: stirring and mixing blast furnace slag output by a water-slag-washing pool of an iron mill with sintering desulfuration byproducts by a dry process and a semidry process uniformly to form a mixing material; reacting free water in the slag with free calcium oxide in the desulfuration byproducts while stirring to realize stable treatment of the free calcium oxide; drying the mixing material, oxidizing calcium sulfite in the desulfuration byproducts during the desorption of the free water to generate calcium sulfate; and passing the dried material through a grinder to form the blast furnace slag micropowder. After the desulfuration byproducts are doped into the slag, because the calcium oxide and the calcium sulfate are introduced intothe desulfuration byproducts, the invention improves the reactivity of the slag micropowder, ensures that the slag micropowder can achieve corresponding specifications of national standard, and solves the difficulty of integrated utilization of the desulfuration byproducts by the dry process.
