The biological organic water-soluble fertilizer is prepared by matching amino oligo-saccharide and chitosan with trace amount of elements of boron and zinc, degrading the chitosan by acetic acid, mixing amino oligosaccharin and adding boron powder and zinc powder. The biological organic water-soluble fertilizer can improve the self resisting and defending capability of plants of early harm of disease, has the functions of fixing and permeating cells of the plants, i.e. enhancing the permeability of the cells after polygalacturonic acid of plant cells is combined and increasing the leakage of low-molecule compound, thereby adjusting the growth of plants in the metabolism path in plant bodies, i.e. enhancing the tillering capability of crops, adjusting growing development of roots, stems, leaves and flowers and influencing the size and the number of reproduction organs of the plants.
