A system mainly consists of a source reduction system, a pollution process reduction system, a pollution end control system and a resource cyclic utilization system, wherein the source reduction system is used for reducing pollution of the tea garden and is provided with irrigation canals and ditches, and base fertilizers are used in the source reduction system; the pollution process reduction system is provided with trunk canals and interception permeable dikes; the pollution end control system is provided with buffer regions and ecological regions; and in the resource cyclic utilization system, plants in the ecological regions are raw materials for preparing the base fertilizers. According to the method and the system, by configuring longitudinal furrows and transverse furrows in the tea garden at a sloping field and preparing and using the base fertilizers, the pollution is reduced at source; the trunk canals are provided with the interception permeable dikes to intercept pollution, the buffer regions and the ecological regions are arranged, and the pollution is controlled at the end; and wastes in the tea garden are subjected to resource utilization to prepare the base fertilizers, so that aiming at slope runoff of low-pollution water in the tea garden, a non-point source prevention and control method for source reduction, process reduction, end control and cyclic utilization for the tea garden is formed by utilizing a resource cyclic utilization manner.
