The device comprises a grating, a regulating tank, an anoxic tank, a settling tank, an ecological wetland, and an MBR membrane reaction tank, wherein a sludge reflux pump is arranged in the settling tank and capable of conveying sludge in the settling tank into the regulating tank for treatment; the anoxic tank and the MBR membrane reaction tank are connected with air blowers, respectively; the MBR membrane reaction tank is connected with a cleaning device; two self-priming pumps are connected to the right end of the MBR membrane reaction tank; the self-priming pumps are controlled to be on and off and operate automatically according to the liquid level of the MBR membrane reaction tank. The device is good in operation effect, high in reliability, stable in quality of yielding water, and relatively low in operation cost. For treating sewage, the device is high in removal efficiency on pollutants and high in nitration capacity.
