The device comprises a tool, an inner sleeve, an outer sleeve, a splitting type moment motor, an electromagnetic clutch, a rotary translation mechanism, an air cylinder, a linear feeding mechanism and a positioning device, wherein the rotary translation mechanism is composed of a movable ring, a transition ring, a fixed ring, front connection rods, rear connection rods and a pin shaft. According to the spiral hole milling device, offset is changed by using the double eccentric sleeves and the double eccentric sleeves rotate relatively. The motor for driving the outer sleeve is necessary due to the need of the revolution of the tool; and the outer sleeve can rotate and the inner sleeve transversely moves and does not rotate by using the rotary translation mechanism, so that the relative rotation angle between the inner sleeve and the outer sleeve is changed. The mechanical locking of the fixed ring is realized in an air cylinder compaction manner; and the structure is simple, the locking is firm and the cost is low. The automatic adjustment of the offset of the tool is realized by using the splitting type moment motor for revolution and an extra power source does not need to be arranged.
