The device consists of a water charging pump, a water charging pipe, a water distribution pipe, a surface matrix, a base matrix, a ventilating pipe, a water collecting pipe, a water discharging pipe, a wetland plant, oxygen supply equipment, a time control switch and a seepage-proofing membrane. The device can be used for enhancing oxygen supply inside the wetland by aeration of the oxygen supply equipment, so that the depth of the wetland is increased and the floor area of the wetland is reduced. Meanwhile, by controlling the submerging water depth at the lower part of the wetland, internal anoxia and aerobic environments are formed inside the whole device; the aeration time is controlled by the time control switch; carbon sources of a denitrification section are increased by means of intermittent aeration so as to purify sewage and realize high-efficiency denitrification; the discharged water reaches the first-grade B emission standards in GB18918-2002. Besides, by aeration of the perforated ventilating pipe, the wetland is more uniform in water discharging and water distribution, so that the effective utilization rate of matrix volume in the wetland is increased, and thus the removal efficiency of pollutants is improved.
