The synthetic process comprises the following steps: sequentially dissolving methyl methacrylate, acrylamide, acrylic acid, dimethyldiallylammonium chloride, sodium hydroxide and urea in pure water, wherein the usage amount of urea is 6%; adding sodium sulfite, a foaming agent and ammonium persulfate; neutralizing acrylic acid, and carrying out uniform mixing under stirring; taking out the polymer after allowing the mixture to stand, and performing purification; subjecting the polymer to drying and performing grinding so as to obtain the hydrophobic polymeric flocculant.
