The water-soluble coating is prepared from, by mass, 5-40 parts of waterborne epoxy modified organic silicon resin, 5-40 parts of waterborne polyester-modified acrylic resin, 3-15 parts of partially methyl-etherification melamine resin, 0.5-3 parts of a modified silane coupling agent, 5-15 parts of ethylene glycol butyl ether, 1-15 parts of isobutanol, 0.5-8 parts of a PH regulating agent, 1-10 parts of predispersed pigments and 5-30 parts of deionized water, and the finished product is prepared through the preparation process. By adopting the scheme, the obtained water-soluble coating has the excellent boiling resistance and acid and alkali resistance, and the application range of the water-soluble coating is greatly widened; after the obtained coating is baked for 25-30 min at the temperature of 160 DEG C to 180 DEG C, the dish washing machine resisting cleaning and baking frequency can reach 200 times or above, and the water-soluble coating is suitable for substrates such as glass and ceramic which are difficult to adhere.
