The invention provides a waste adsorbent based magnetic bio-filter which is composed of a filter container, a magnetic filler layer, a water-impermeable partition, a modified charcoal layer, a waste cotton cloth layer, a central draining pipe, a non-central draining pipe, a pH meter, a round central draining hole and a round non-central draining hole. Waste adsorbents are adopted to prepare a magnetic filler to be used in the bio-filter, so that solid waste is utilized comprehensively, and treatment and disposal cost of the waste adsorbents is saved; most of raw materials for preparing the magnetic filler in the bio-filter are waste, and charcoal and waste cotton are solid waste, so that manufacturing cost of the bio-filter is low; stable magnetic particles are arranged on pores of the magnetic filler, so that activity of microorganisms in the bio-filter can be enhanced, capability of the microorganisms in degrading pollutants is improved, and degrading efficiency of the bio-filter is improved; the two draining pipes are designed, so that quality of outgoing water can be ensured even when pH value of incoming water is lower than 7.
