The invention discloses a through-and-through-wound hemostatic balloon device, which comprises a wrinkled balloon main body which can get expanded when inflated, a balloon internal supporting soft hose, a hemostatic device fast-plug connector, a venting valve and an inflating device. The wrinkled balloon is fixed to a central soft hose, and grooves in the surface of the balloon are filled by hemostatic medicine powder. An air vent is arranged in the central soft hose, and a check valve is embedded into the air vent. The wrinkled balloon main body that initial diameter is relatively large can contract towards the centrals of hose under an internal negative-pressure circumstance, so that the size of the hemostatic device can be diminished; the device is applicable to compression hemostasis in a through-and-through wound which is 20-100mm in diameter, and through the balloon structure which gets expanded, an effect of compression hemostasis can be achieved on a bleeding point of the wound, so that geometrical shape self-adaption and contact pressure self-adaption can be achieved; and through a hemostatic material on the surface of the outer side of the balloon, an effect of drug hemostasis can be achieved on the wound, so that conformity to closed structures and wound fit can be achieved.
