According to the device, water serves as a heat pump circulating working medium, recovering and high-grade transformation of mid-grade and low-grade energy below 100 DEG C are realized through organic combination of heat energy recovering technology, low-pressure flash technology and intermediate-cooling two-stage compressiontechnology. Two internal circulation heat pump systems are introduced into the device, the low-grade energy gradient recovering in a wide temperature range is realized, and meanwhile, the steam yieldis improved; the intermediate-cooling two-stage compression taking water as the working medium meets heat requirements of 150-160 DEG C high temperature, and meanwhile, the energy efficiency coefficient of the device can reach 6-8.
