The device comprises a water lock control system, a saturability detection system and a permeability detection system, wherein the water lock control system is used for saturating liquid or a partially saturating liquid on a core; the saturability detection system comprises a signal generating and processing system and an electrode; the signal generating and processing system comprises an alternating current (AC) excitation source, an inductive module, a signal processing system and an imaging processing and control system which are sequentially and electrically connected; the permeability detection system is configured to apply a confining pressure to the coreand inject a gas source into the core, and the permeability of the core is obtained by utilizing the differential pressure of the two ends of the core and the flow rate of the gas source circulatingin the core. The device is simple in structure, easy to implement and convenient to maintain, can realize the real-time measurement of a core saturation field and the permeability at the same time, and can monitor the coupling relationship between the saturation field and the permeability in real time after the core is contacted with water, thus realizing the quantitative evaluation of the relationship between the saturation field and the permeability.
