The system comprises a non-gas water preparation system, a pressure control system, a flexible wall permeameter and a drying system, wherein a non-gas water pipeline in the non-gas water preparation system and an air pressure pipeline in the pressure control system are switched in a pressure chamber and an elastic bag of an air/water pressure conversion device respectively; the pressure control system is connected with a permeability pressure chamber through the water pressure pipeline, and is used for regulating and controlling confining pressure, back pressure and water head pressure of the pressure chamber entering into the permeameter through the air/water pressure conversion device; and the permeability pressure chamber is switched in the drying system through a control valve.
