The complete device comprises a high-density precipitator and a rotating disc type microfilter and is structurally characterized in that the high-density precipitator and the rotating disc type microfilter are connected through a pipelinein series. The high-density precipitator comprises a rapid mixing area, a flocculation reaction area, a pre-precipitation condensation area and an inclined tube clarification area sequentially. A rapid mixing stirrer is arranged in the center of the rapid mixing area and a flocculation reaction stirrer is arranged in the center of the flocculation reaction area. The rapid mixing stirrer and the flocculation reaction stirrer both adopt efficient axial-flow type arc impellers and work in a push type stirring form, and each impeller consists of a hub and three blades.
